EEOC Tip of the Week (5 Mar 14)
EEOC's Management Directive 715 defines Management Accountability as "maintaining clearly defined, well-communicated, consistently applied and fairly implemented personnel policies, selection and promotion procedures, evaluation procedures, rules of conduct and training systems."
Inclusion of CY Position in DON Drug Testing (25 Feb 14)
Department of Navy has now authorized the Marine Corps to include NAF Child & Youth Program Assistant positions to in Drug Free Workplace Program. These positions are now eligible for random testing. Before we can implement the program, the Union has to be notified, the position descriptions modify and all the C&Y Program Assistants and Technician have to receive their individual 30-day notice. We expect these steps to be accomplished by the end of March.
Proposed Pay Raise in Fiscal Year 2015 (24 Feb 14)
President Obama will propose a 1 percent pay raise for both civilian federal employees and service members in his fiscal 2015 budget, according to an administration official. Obama's recommendation, which he will unveil on March 4 as part of the budget release, proposes the same raise that federal workers received in 2014.
What to do if you have been Summoned for Jury Duty (19 Feb 14)
You will receive court leave (PeopleSoft timekeeping code JO-Jury Duty) for the days missed from work for attending jury duty. If you receive reimbursement for mileage, parking, and/or meals, those funds are yours to keep. Any other payment received for serving on the jury would need to be turned over to MCCS, *unless* the payment is greater than your regular pay.
NAF Performance Appraisals (18 Feb 14)
The NAF performance year begins 1 February and ends 21 January. NAF performance appraisals are due to HR by 31 March. Please be sure to use the most recent appraisals forms (available on this website). Employees must be under an approved performance plan for at least 120 days to be rated. If the employee has been under the plan for less than 120 days, the supervisor will complete the plan by designating, “Not Observed.” This mainly applies to new employees who started after 4 October 2013.
Pay News for our Craft and Trade Employees (6 Feb 14)
Our Craft and Trade Employees have now been authorized the across the board pay increase of 1%. We are waiting for the pay schedules for our area, with the effective date, before we can implement any increases. Will keep you advised.
Discretionary Monetary Awards (6 Feb 14)
We just received authorization for discretionary monetary awards for FY2014 (ending 30 Sept 2014). Lump-sum cash bonuses and awards are limited to 1% of aggregate salaries. We cannot exceed FY2012 spending levels. This means that if the 1% of aggregate salaries is higher than what a command spent in FY2012 then the command may not exceed the FY2012 spending for such bonuses and awards.
Great News (28 Jan 14)
For the first time in three years, MCCS NF employees will be receiving a performance based salary increase. Effective 26 January 2014, MCCS NF employees will receive a 2% salary increase if their performance appraisal for 1 Feb 2012-31 Jan 2013 shows Exception Results or Exceeds Expected Results. Applicable employees will receive a pay change later this week. Unfortunately craft and trade (NA) employees are not eligible for a performance based salary increase.

Notice to Employees in our Bargaining Unit (14 Jan 14)
The following information is provided to all bargaining unit employees regarding the right to request union representation.

a. The Civil Service Reform Act of 1978 gives employees in units represented by an exclusive labor organization the right to request union representation at an examination by a representative of the agency in connection with an investigation, if the employee believes the examination may result in disciplinary action.

b. Section 7114(a) states that:

"(2) An exclusive representative of an appropriate unit in an agency shall be given the opportunity to be represented at--

(B) Any examination of an employee in the unit by a representative of the agency in connection with an investigation if—

(i) The employee reasonably believes that the examination may result in disciplinary action against the employee; and

(ii) The employee requests representation."

c. Therefore, as required by Section 7114(a)(3), you are hereby given annual notice of the right set forth in this provision.
